Summary
Roman and Ford jet to San Francisco, to observe the results of an old experiment.
X-Force gets out of their crashed SUV and finds cars full of unconscious people. Wisdom has Sam and James (he can fly, now) carry "his" X-Men and his battle-ax into the city, where they are attacked. Wisdom takes them to an abandoned (and illegal) SHIELD base. He explains that the U.S. government set up Cuckoo, under Roman, to play human vs. mutant war games. So he made a bioreactor to force latent mutants to mutate rapidly and go insane, but the government shut him down before he caused a real war.
But he didn't dismantle the device, just put it on a slow timer. Wisdom sends them into the melee to destroy the bioreactor.
